She advises on regulations set by the Bureau of Industry and Security (BIS) under the Export Administration Regulations (EAR), the Department of State under the International Traffic in Arms Regulations (ITAR), and the Office of Foreign Assets Control (OFAC).
A dedicated and client-focused practitioner, Yusra helps clients design robust trade compliance programs and classify items that may require an export license under the U.S. Munitions List or the Commerce Control List, focusing on items with military or critical applications. Her work helps ensure that businesses remain fully compliant in their global export operations.
Import Regulations, Trade Remedies, and Investigations
Yusra’s experience extends to various matters related to the import of goods into the U.S., including tariff classification, duty calculation, and Section 232 and 301 tariffs. In addition, she has represented clients navigating the unique challenges posed by trade regulations and tariffs, helping them mitigate risk and optimize their import strategies.
Yusra has a strong focus on trade remedies, especially in the areas of anti-dumping (AD) and countervailing duty (CVD) investigations. She assists clients throughout the AD/CVD investigation process, from preparing and filing petitions with the U.S. Department of Commerce and the International Trade Commission to responding to inquiries and developing comprehensive advocacy strategies.
Notably, Yusra has represented clients in proceedings involving ceramic tiles from India and sodium gluconate from China.
Her attention to detail and strategic approach ensure her clients' interests are effectively represented in each phase of the process, including sunset reviews and related proceedings.
Apparel, Fashion, and Retail Trade Matters
With a background in the apparel industry, Yusra brings additional insight to trade issues affecting fashion and retail. She has worked on a variety of trade matters specific to these sectors, including Central America-Dominican Republic Free Trade Agreement short supply petitions, tariff classifications, and Uyghur Forced Labor Prevention Act import analysis, helping clients ensure compliance and optimize their regulatory strategy.
Her insight is especially valuable for businesses in the fashion and retail space, as she understands the distinct regulatory challenges faced by these industries and provides tailored advice that meets their unique needs.
