Stanley litigated many appeals involving public utility regulation, as well as constitutional law issues and other types of complex statutory and regulatory matters. Several of his appeals established significant precedents under new statutes providing for telecommu-nications and energy utility deregulation and alternative regulation. During 2001, he served as special counsel for the California Public Utilities Commission, in connection with the state's electric energy crisis.
Before joining Barnes & Thornburg, Stanley taught at the Indiana University School of Law and served as a law clerk for Justice William J. Brennan, Jr., of the United States Supreme Court, and Judge Jesse E. Eschbach of the Unites States District Court for the Northern District of Indiana. He was a member of the American Academy of Appellate Lawyers and the Indiana Supreme Court's Committee on Rules of Practice and Procedure. Stanley is a former member of the Rules Advisory Committee for the United States Court of Appeals for the 7th Circuit, and a former member and chairman of the Rules Advisory Committee for the United States District Court for the Southern District of Indiana.
