INDIANAPOLIS – L. Parvin Price, an experienced utility regulatory lawyer, has joined Barnes & Thornburg LLP’s Indianapolis office as a partner in the firm’s Government Services and Finance Department. Price, who brings an extensive career in government services and finance, utilities and energy, was formerly chair of the Utility Practice Group at Bose McKinney & Evans. He also previously served as Indiana’s utility consumer counselor from 1981-1985 and as a deputy attorney general from 1977-1981.
During his private sector legal career, Price has represented clients in front of the Indiana Utility Regulatory Commission, Indiana Department of Environmental Management, and trial and appellate courts. His client base, which includes a number of natural gas, electricity and water providers, has included investor-owned, cooperatively owned, or municipally owned utilities in addition to industrial or wholesale customers.
“Government regulation is constantly shifting, and companies need counsel from lawyers who understand how changes can affect their businesses,” said Brian L. Burdick, managing partner of the firm’s Indianapolis office. “Our government services team, as well as our utility law group, will benefit greatly from Parvin’s experiences as we support our clients’ goals and objectives.”
Price has received numerous recognitions for his past utility-related legal work including the state of Indiana’s highest civilian honor, the Sagamore of the Wabash; a Concurrent Resolution of the Indiana General Assembly; being listed in The Best Lawyers in America 2007-2016; and Peer Review rated by Martindale-Hubbell.
He has frequently presented before a variety of associations about the issues of utility management and state agency regulation, specifically revenue requirements, cost of service, territorial disputes, project financing, and corporate and municipal powers.
Price serves as general counsel of the Alliance of Indiana Rural Water. Additionally, he has been a member of several associations, including Indianapolis and Indiana State Bar Associations, American Water Works Association, Indiana Rural Water Association, Indiana Regional Sewer District Association, Indiana Municipal Lawyers Association, Indiana Energy Association, Indiana Municipal Electric Association and Electric Cooperative Bar Association.
He is admitted to practice in the following courts: U.S. Supreme Court, U.S. Court of Appeals for the Sixth and Seventh Circuits, U.S. District Court for the Southern District of Indiana and Indiana state courts.
He earned his J.D. from the University of Louisville as part of the class of 1977 after he received a bachelor’s degree in 1974 from the University of Evansville.
