Tom advises clients facing alleged violations of healthcare regulations and fraud statutes with a special focus on the False Claims Act (FCA), Anti-Kickback Statute, the Stark Law, and Medicare and Medicaid reimbursement rules.
In addition to his health care experience, Tom has also helped clients respond to FDA investigations and conduct discovery and document productions for litigants and third-party respondents.
Tom is a knowledgeable lawyer, dedicated to his practice. As a co-author of Barnes & Thornburg’s annual Healthcare Enforcement Compliance Report, he is committed to staying up-to-date on all major developments in the industry.
Prior to joining the firm, Tom was a law clerk with the U.S. Court of Federal Claims’ Office of Special Masters, where he researched and drafted orders, findings of fact, rulings on entitlement, and decisions on attorneys’ fees and costs in the Vaccine Injury Compensation Program.
During law school, Tom gained meaningful experience in criminal and civil fraud trials during his internships with the trial unit at the U.S. Securities and Exchange Commission and the financial crimes section at U.S. Attorney’s Office for the District of Utah.
