On a day-to-day basis, Tom assists clients in a wide variety of bond transactions for state and local governmental entities. He also advises on regulatory matters and assists clients with public finance and economic development activities.
Tom has served as bond counsel for municipal clients and public school corporations in general obligation and revenue bonds, special taxing district bonds, utility revenue bonds, tax increment financings (TIF) and economic development bonds. Tom also maintains an active pro bono practice.
He served as a summer associate and law clerk with the firm, as a legal extern with NiSource, Inc., and as a research assistant to two Notre Dame law professors before joining Barnes & Thornburg full-time.
Before attending law school, Tom taught middle school math with Teach for America in Detroit.
