Elizabeth Naccarato is counsel in Barnes & Thornburg’s Labor and Employment Department. With more than 15 years of experience as a litigator, government attorney, and senior in-house HR executive, she advises employers on complex workplace matters, compliance strategy, and labor relations.

Elizabeth brings a rare dual perspective as both employment counsel and former chief people officer of a national nonprofit organization, where she led human resources strategy, oversaw labor relations and collective bargaining, developed compliance programs, and partnered with executive leadership on organizational risk management. Her experience includes designing and implementing enterprise-wide HR policies, overseeing compensation and benefits strategy, managing employment-based immigration matters, and ensuring compliance with federal, state, and local employment laws. She also collaborated with outside counsel on discrimination, wage and hour, and regulatory enforcement matters for large employers.

Previously, Elizabeth served as a Supervisory Attorney and Program Manager with the U.S. Department of Education’s Office for Civil Rights and as a Trial Attorney and Senior Trial Attorney with the U.S. Equal Employment Opportunity Commission. In those roles, she developed investigation and litigation strategies in federal employment discrimination matters, supervised teams of attorneys, and issued agency decisions in civil rights cases.
