Laurence A. McHugh is of counsel (retired) in the South Bend, Indiana office of Barnes & Thornburg LLP and a member of the firm's Environmental Law Department.

Laurence concentrates his practice in the areas of air pollution, water pollution, solid and hazardous waste management, underground storage tank regulation, Superfund litigation, and the environmental aspects of mergers, acquisitions and real estate transactions. This practice has included counseling clients with regard to compliance with numerous and complex statutory and regulatory programs as well as defending clients in administrative and judicial enforcement actions at the state and federal levels. As part of his services to clients, Laurence has also participated in negotiating and drafting statutory and regulatory language.

Since 1973, Laurence has represented clients in administrative proceedings before the United States Environmental Protection Agency, the U.S. Army Corps of Engineers and the environmental or natural resource regulatory agencies in Illinois, Indiana, Arizona, California, Tennessee, Missouri, and Michigan. He has also represented clients in major, complex environmental litigation in numerous federal appellate and trial courts, as well as in state courts.

Laurence has lectured widely to many types of groups on various environmental law issues and has written numerous articles in conjunction with these presentations. He is a member of the American, Indiana State, Illinois State and St. Joseph County Bar Associations and of the State Bar of Arizona. He currently serves as chair of the Citizens Advisory Committee for the St. Joseph County Solid Waste Management District.

Laurence received his B.A. magna cum laude from Indiana University in 1970 and his J.D. cum laude in 1973 from Indiana University, where he was a contributing author and an editor of the Indiana Law Journal. After practicing for 16 years in Chicago and Phoenix, Laurence joined Barnes & Thornburg in 1989.
