Michael Elam of the Chicago office spoke to the International Law and Trade Committee of the Chicago Bar Association on providing legal services in a war zone. Michael drew from his experience representing the Government of Iraq, funded through a U.S. State Department contact and with Department of Defense support, as well as his representation of the Government of Iraq and private sector clients on projects in Iraq and the Middle East. The presentation, "Wing Tips on the Ground, Providing Legal Services in a War Zone," focused on the strategic political and military objectives of securing electrical power in Iraq and the more specific tactical and legal aspects of representing the Government of Iraq in negotiating in-country deals ranging from multibillion dollar purchases of equipment, contracts to secure construction in a war zone and work on the Mosul Dam. The presentation also touched on human and practical aspects of working with a large number of diverse parties in a war zone.
