William Rhodes regularly represents issuers, broker-dealers, and investors in all aspects of public finance, with particular emphasis on the offering of high-yield, unrated municipal securities.

Ranked in Band 1 for Public Finance by Chambers USA, Bill has been described by clients as “an extremely knowledgeable attorney.” He has extensive experience guiding issuers, underwriters, municipal advisers, and investors in the evolving landscape of municipal securities regulation and enforcement, covering regulatory compliance, primary and secondary market disclosures, and enforcement actions.

Bill advises clients in the financing of public infrastructure, transportation, project finance, economic development initiatives, and public purpose facilities for governmental entities and their authorities. His broad client base includes public and private secondary schools, colleges, universities, healthcare systems, cultural institutions, and municipal- and investor-owned water, wastewater, and energy utilities.

Bill also possesses substantial experience in affordable housing transactions, including single-family mortgage finance, as well as multifamily, military, and senior housing projects.

Bill is widely regarded as a thought leader in public finance, frequently invited to chair, moderate, and speak at national and regional conferences, including for the Annual Green Infrastructure Conference, the National Association of Bond Lawyers, and The Bond Buyer, among many others.
