Steve Park is a seasoned public finance and infrastructure attorney who counsels issuers, underwriters, borrowers, and purchasers on complex capital market transactions, public-private partnerships (P3), and project finance matters. His practice encompasses the structuring, issuance, and restructuring of a wide variety of securities and debt instruments for clients across higher education, healthcare, infrastructure, and municipal government sectors.

He advises on capital market transactions, providing guidance to issuers, underwriters, borrowers, and purchasers in connection with the structuring, issuance, offering, and restructuring of tax-exempt and taxable securities, as well as other debt instruments and derivatives.

Steve routinely advises public entities, developers, contractors, and lenders in every phase of transportation, infrastructure, energy, social infrastructure, innovative delivery, and P3 projects. He is actively engaged on large, complex design-build, progressive design-build, construction manager/general contractor (CM/GC), and other alternative project delivery for civil and social infrastructure projects nationwide.

Steve’s experience also extends to advising issuers, developers, and lenders on project finance transactions involving utilities (water, wastewater, and energy facilities), solid waste disposal (waste-to-energy facilities), biosolids and biomass, as well as transportation and infrastructure facilities.

Prior to private practice, Mr. Park served in various capacities supporting the needs of underprivileged, special education, and at-risk children and teenagers.
