An experienced bond lawyer, Silvia Shin is the appointed bond counsel to the State of Delaware and primarily serves as bond counsel to the state, its agencies — including the Delaware Transportation Authority and the Delaware Department of Natural Resources and Environmental Control, which oversees the State’s revolving funds for clean water and drinking water financings — and numerous municipal issuers throughout Delaware for general obligation debt and revenue-supported debt.

Additionally, Silvia serves as both bond counsel and/or borrower’s counsel on conduit debt financings for higher education institutions and charter schools, continuing care retirement and senior living communities, and other nonprofit organizations.

In addition to assisting states, municipalities, school districts, and 501(c)(3) organizations on finance matters, Silvia also advises issuers, underwriters, borrowers, and purchasers in connection with the structuring, issuance, offering, remarketing, and restructuring of tax-exempt and taxable municipal securities.

Before attending law school, Silvia worked as a program and policy analyst for the Office of Management, Development, and Research for the City of New York’s Administration for Children’s Services. The organization protects and promotes children’s safety by providing child welfare, juvenile justice, and care and education services.
