Rebecca's regulatory experience spans the Stark Law, the Anti-Kickback Statute, the Civil Monetary Penalties Law, Section 501(r) and state charity care laws, HIPAA and state data protection statutes, the DOJ bulk sensitive data cross-border transfer rule, the Common Rule and FDA regulations governing IRBs and human subjects research, NIH grant rules and disclosure requirements, conflict of interest matters, research misconduct, and ACGME and medical school accreditation.

With her specific knowledge of issues affecting non-profit academic health systems, Rebecca advises clients nationally on health system growth and realignment initiatives, faculty practices, clinical research, mission support and governance. Rebecca has represented multiple health systems in transformative transactions, including health system mergers, hospital acquisitions, joint operating agreements, specialty-specific joint ventures, asset purchases and subsidiary spin-outs, including related licensing considerations.

Prior to returning to private practice, Rebecca served as the senior healthcare lawyer for a preeminent academic medical center and its affiliated schools, advising leadership on regulatory, transactional, institutional policy, and governance matters. She counseled on fraud and abuse, privacy, human subjects research, and life sciences regulation, and her transactional experience included joint ventures, physician practice acquisitions, professional service agreements, academic affiliations, and data consortium transactions. Rebecca also drafted and counseled on faculty physician employment matters, including compensation plans, employment agreements, and restrictive covenants. Earlier in her career, Rebecca was in private practice, representing hospitals, medical management companies, physician groups, pharmaceutical and medical device companies, patient advocacy groups, and trade associations on clinical trial agreements, regulatory compliance counseling, and healthcare transactional due diligence. Most recently, prior to joining Barnes & Thornburg, she was in private practice representing clients across the healthcare industry on complex regulatory and transactional matters.
