Rich has acted as bond counsel for issues of tax-exempt and taxable debt for business borrowers and governmental entities, including taxable adjustable rate bonds, general obligation bonds, refunding and revenue bonds, and lease/purchase financings. Specifically, Rich has served as bond counsel for tax increment financings and has participated in drafting legislative amendments to tax increment finance and municipal law in general over the last several years.
Over more than three decades of practice, Rich has cultivated the skills and perspective needed to focus on the major points of the deal at hand and in supporting the issues that are most important to closing that transaction. On a personal note, Rich cares about his clients, the quality of the advice and work product he provides, and about representing his client in a manner that is cost-effective and takes into consideration the mitigation of potential problems down the road.
A dedicated team player, Rich strives to cultivate collegiality and buy-in at every turn. He thrives under the challenge of assembling the pieces of the transaction puzzle and in structuring the deal in a way that is effective for his client and their constituents.
