Matthew's practice centers on export controls and economic sanctions, CFIUS foreign investment review, U.S. antiboycott regulations, and the Foreign Corrupt Practices Act. He works extensively with clients on risk assessment and the design of compliance systems in these areas, and represents clients in civil and criminal enforcement proceedings brought by the Departments of Commerce, Homeland Security, Justice, State, and Treasury, as well as U.S. Customs and Border Protection.

He also represents clients in antidumping and other trade remedy proceedings, and in related import matters before the Department of Commerce and the U.S. International Trade Commission.

Matthew has advised clients across a range of industries, including aircraft, automotive, chemicals, consumer food products, defense, encryption and data protection, petroleum, semiconductors, shipping, steel, renewable energy, and telecommunications, on trade issues involving China, India, Korea, Latin America, the Middle East, Sub-Saharan Africa and Russia.
Earlier in his career, Matthew worked with governments and private businesses in southern Africa, including authoring reports on banking, investment, taxation, and the criminal court system for the U.S. Department of State in Malawi. He has also been involved with educational research initiatives in Zimbabwe.
