He regularly serves as counsel to public agencies on design-build, progressive design-build, CMGC (Construction Manager/General Contractor), DBF (Design-Build-Finance), and DBFOM (Design-Build-Finance-Operate-Maintain) alternative delivery infrastructure procurements and contract negotiations. John’s work encompasses the full project lifecycle, from initial procurement through post-execution servicing matters, providing strategic guidance to well-known public entities navigating complex infrastructure challenges.
Additionally, his practice includes drafting and reviewing sophisticated procurement documents, project agreements, and financing documentation (including tax-exempt bond structures and other innovative financing mechanisms).
Beyond infrastructure work, John maintains an active pro bono practice focused on local economic development and nonprofit corporate management in the District of Columbia.
