Holly Horsley advises issuers, underwriters, banks, and borrowers in the structuring, issuance, offering, placement, remarketing, and restructuring of tax-exempt and taxable municipal securities, as well as other debt instruments and derivatives.

Holly serves as bond, borrower, underwriter, bank, and disclosure counsel to clients nationwide. Her practice focuses on tax-exempt and taxable conduit financings for hospitals and healthcare systems, higher education institutions, charter schools, continuing care retirement communities, and other not-for-profit organizations. She also has experience in affordable housing, including multifamily and senior housing projects.

Recognized for her legal acumen, Holly has been selected as a “Rising Star” by The Bond Buyer and honored as one of the “New Leaders of the Bar” by the New Jersey Law Journal. She is also a two-time recipient of The Bond Buyer’s “Southeast Regional Deal of the Year” award.

Holly maintains active involvement in the professional community, serving on the boards of the Pennsylvania Association of Bond Lawyers and the Pennsylvania Chapter of Women in Public Finance.

A recognized thought leader in the industry, Holly frequently moderates and presents at conferences and seminars, including New Orleans Entrepreneur Week and the Green Infrastructure Conference, among others.
