Frank Tynan is a paralegal in Barnes & Thornburg’s Government Services and Finance practice. He supports attorneys in the preparation, review, and closing of public finance transactions.

Frank has more than 15 years of experience supporting bond counsel transactions for municipalities and school districts throughout Pennsylvania. Through this work, he has developed substantial familiarity with the approval processes and authorization requirements under Pennsylvania’s Local Government Unit Debt Act and regularly assists attorneys in managing the documentation and closing processes associated with these financings.

Frank’s experience includes drafting and reviewing official statements, bond purchase agreements, ordinances, resolutions, debt statements, bonds, notes, certificates, opinions, and related closing documents. He coordinates due diligence and settlement processes and works with issuers, underwriters, financial advisors, bond insurers, paying agents, escrow agents, and counsel to help facilitate efficient closings. His work also includes coordinating and managing the issuance of state-revolving loans from the Delaware Department of Natural Resources and Environmental Control and the U.S. Department of Agriculture to various Delaware municipalities and private borrowers.
