Dustin Meeks guides clients through financing local infrastructure and public facilities and supports their economic development efforts. In addition, he provides guidance on governance and regulatory matters related to higher education and federal emergency response programs. He is committed to clear communication and ensuring clients and community stakeholders feel informed, understood and empowered to meet the needs of their communities and institutions.

Dustin assists municipal and higher education clients across the country to address complex administrative and financing matters including advising on the development of public infrastructure and facilities, navigating interactions with state and federal regulators, and assisting with economic development projects. In his work with local units of government and higher education institutions, Dustin brings to bear his ability to clearly and carefully explain complex processes and concepts in ensuring leaders and stakeholders feel comfortable with the decisions being made on projects, policy, and compliance procedures.

Clients appreciate Dustin for his responsiveness and enthusiastic approach to the work of advancing institutional missions and to improving communities in Indiana.

Dustin routinely works with clients seeking to engage the statutory tools available to Indiana local governments to promote the development and redevelopment of communities including the establishment and expansion of economic development areas to facilitate the provision of incentives and the development of infrastructure.

Additionally, Dustin counsels higher education clients on matters of compliance and administration, including on questions of Title IV funding, accreditation, state authorization, campus development projects, institutional governance, and the development of institutional policies to comply with state and federal requirements.

In recent years, Dustin has used his administrative and municipal law experience extensively in helping local units of government navigate federal emergency relief programs such as the American Rescue Plan Act’s State and Local Fiscal Recovery Fund Program.
