Doreen Manchester has more than 25 years of experience leading complex civil litigation, regulatory enforcement matters, and government investigations across private practice, in-house, and federal government roles, and she brings particular depth in discovery strategy and the use of technology to manage large-scale litigation.

Doreen develops litigation and settlement strategy for clients facing complex disputes, toxic tort claims, class actions, and federal and state investigations. She advises on preservation obligations, litigation holds, subpoenas, civil investigative demands, and information governance, and she helps clients build defensible, cost-effective discovery workflows using generative AI, technology-assisted review, and other modern legal technologies. She also counsels companies on consumer protection, advertising, and regulatory compliance matters involving the Federal Trade Commission and state attorneys general, including claims substantiation and compliance program design.

Doreen spent nearly four years as a section chief and e-litigation accountability officer in the Office of Chief Counsel at the U.S. Drug Enforcement Administration, where she built the agency’s first enterprise-wide eLitigation program. She developed agency-wide policies on preservation and discovery and created reporting systems that gave senior leadership visibility into litigation performance and risk. She directed eDsicovery and litigation strategy in federal court matters involving employment, tort, administrative, and religious freedom claims, and led teams of attorneys, paralegals, and data analysts.

In her earlier career, Doreen was deputy general counsel of CropLife America, a national trade association, where she directed strategy for more than 25 litigation matters and advised executive leadership and the board on litigation risk, budgets, and outside counsel. She spent more than 15 years in private practice, most recently as counsel at national law firms, representing Fortune 100 and Fortune 500 clients in multidistrict antitrust litigation, class actions, and federal and multistate attorney general investigations, and serving as lead discovery counsel in large-scale matters. Most recently, she advised law firms and corporate clients as an independent consultant on litigation strategy, regulatory investigations, and AI-enabled legal operations.
