Donna also has distinctive experience in interoperable electronic toll collection systems. She co-authored a study for the Federal Highway Administration on the development of innovative contracting methods for tolling procurement using Intelligent Transportation Systems (ITS), and she contributed to the development of the interoperable tolling program used by California toll operators. This pioneering electronic toll interoperability program helped establish the foundation for interoperability arrangements across the United States. In addition, Donna has assisted numerous state and local agencies with toll technology procurements.
Earlier in her career, Donna served for several years as senior legal counsel at the investment affiliate of a major electric utility. In that role, she advised the company on all aspects of equity and mezzanine investments in both domestic and international infrastructure projects, primarily within the energy sector. Her work included projects located in Australia, Bolivia, France, Ghana, Great Britain, Mexico, the Netherlands, South Africa, and Switzerland.
