Donna Brady brings more than 30 years of experience focused on both traditional and innovative approaches to the procurement, financing, and administration of infrastructure projects, including public-private partnership (P3) initiatives. Her work spans projects in the transportation, water, energy, and social infrastructure sectors, with a particular focus on representing state and local transportation agencies in contracts related to the construction and operation of highways and bridges, as well as other transportation infrastructure such as rail, ferry, and airport projects.

Donna also has distinctive experience in interoperable electronic toll collection systems. She co-authored a study for the Federal Highway Administration on the development of innovative contracting methods for tolling procurement using Intelligent Transportation Systems (ITS), and she contributed to the development of the interoperable tolling program used by California toll operators. This pioneering electronic toll interoperability program helped establish the foundation for interoperability arrangements across the United States. In addition, Donna has assisted numerous state and local agencies with toll technology procurements.
