Angela brings a rare combination of judicial, regulatory, and executive experience to her practice. She served as a Governor-appointed Commissioner on the IURC from 2014 to 2018, appointed by then-Governor Mike Pence and serving through the Holcomb administration. In that role, she presided over complex technical and legal proceedings involving billions of dollars in rate recovery for more than 600 electric, natural gas, steam, water, and wastewater utilities across Indiana. She also represented the Commission nationally on workforce diversity, natural gas, and financial matters through NARUC and other organizations, and served as a Board member and past President of the Organization of MISO States.
Prior to her appointment as Commissioner, Angela served as an Administrative Law Judge at the IURC, managing a substantial caseload, presiding over hearings, and advising Governor-appointed Commissioners on complex legal and technical utility matters. She subsequently served as Executive Director of Compliance Services and Executive Director of Emergency Response at the Midcontinent Independent System Operator (MISO), where she transformed the organization’s regulatory compliance and emergency response programs.
Earlier in her career, Angela practiced utility, real estate, and zoning law at Ice Miller LLP in Indianapolis and served as an Attorney and Ethics Officer at the Indiana Department of Education. She also served as a Deputy Prosecuting Attorney at the Marion County Prosecutor’s Office. Before entering the legal profession, she served four years in the United States Army as a Russian linguist and voice intercept operator, receiving an honorable discharge with a Top Secret security clearance.
