A partner in the Environmental Department, Andre Monette works extensively with water utilities, agricultural interests, and other entities on matters involving water supply, water quality and infrastructure funding. He focuses his practice on project development and helping to leverage federal resources to support major infrastructure investments.

Andre has significant experience engaging at the federal level, including testifying before the both the United States Senate and the United States House of Representatives on multiple occasions on matters involving the federal Clean Water Act, the Endangered Species Act and water supply infrastructure. He has also filed multiple briefs with the United States Supreme Court in cases involving the Clean Water Act and water supply.

Andre’s practice includes, among other things, representing public utilities in matters relating to drinking water and sewage treatment; advising on and defending water rights claims; and advising large land holders on water supply development and compliance with state and federal environmental laws. In addition to his legal practice, Andre also serves as a federal lobbyist. In that capacity, he has represented a municipality in matters involving cross-border sewage flows and helped obtain nearly $700 million in appropriations from the United States and $140 million from Mexico. He frequently works with water utilities and other water management agencies to help obtain federal funds and leverage them for large scale infrastructure development.
