Barnes & Thornburg Adds Government Services and Finance Partner to Growing Delaware Office

WILMINGTON – Barnes & Thornburg has added Steve Herst to the firm’s Wilmington office as a partner in the Government Services and Finance Department. Herst is the latest partner to join the Wilmington office since its expansion in June. 

“Steve is well-versed in substantive unclaimed property and escheat matters, making him a go-to source for clients nationwide,” said Richard J. Hall, chair of the firm’s Government Services and Finance Department. “In addition, his hands-on, practical knowledge of the processes for resolving unclaimed property disputes in Delaware and nationally is unmatched and will be valuable for our clients seeking to navigate these issues.”

Herst represents public and private businesses and regulators in unclaimed property matters and escheat-related issues. In Delaware, he is deeply familiar with the state’s unclaimed property audit program and Voluntary Disclosure Agreement program. Most recently, Steve was a principal with Specialty Audit Services, a firm that partners with more than 25 state governments on unclaimed property examinations. Steve advises clients nationwide regarding multistate abandoned property examinations, voluntary disclosures, and annual compliance. He also advises clients on corporate transactional matters, administrative law and commercial litigation matters.

Herst earned his J.D. from Rutgers Law School and his B.A. from the University of Delaware.
