Erika Powers presented with OJ McFoy, general manager of the Buffalo Sewer Authority, at the National Association of Clean Water Agencies (NACWA) Winter Conference. Their topic was “The Latest Developments and Next Steps on the Affordability Front.” More than 80 public wastewater utility lawyers and managers attended the session to discuss EPA’s draft Clean Water Act affordability guidance, which considers protection of economically challenged environmental justice communities, and will help determine how much time utilities will be allowed to make substantial investments in aging water and wastewater infrastructure necessary to meet Clean Water Act obligations.
